Local Content Conference and Exhibition

About Local Content

Local content in the petroleum sector refers to all activities aimed at maximizing the use of local human, material, and economic resources in oil and gas projects. This includes:

  • Employing local staff
  • Purchasing goods and services from local businesses
  • Transferring skills and technology
  • Developing local industrial capacity

Main Objectives

Stimulate the national economy: by reinjecting the sector's revenues into other branches of the economy.

Create jobs: by promoting local hiring and skills development.

Strengthen industrial autonomy: by developing local suppliers and service providers.

Obtain a “social license to operate”: acceptance of oil activities by local communities.

Implementation Example

In the Republic of Congo, Law No. 28-2016 requires oil companies to employ Congolese personnel as a priority, with a target of 90% local labor after 10 years of operation.
